HUD HOTMA & NSPIRE Update
HOTMA.
HUD has issued PIH Notice 2023-27 (published September 29, 2023) which provides further guidance on Section 102 (Income Reviews) and Section 104 (Asset Limits) of the Housing Opportunity Through Modernization Act of 2016 (HOTMA). Urlaub Housing Software is working on implementing the changes related to HOTMA. However, these HOTMA changes are not captured on the current 50058 form or the current PIC system. Instead, the new 50058 form which incorporates these HOTMA changes will be avaiable in the Housing Informatin Portal (HIP) system that will replace the current PIC system. At this time, the word from HUD is that the date for full implementation of HOTMA Sections 102 and 104 is January 1, 2024…but stay tuned for further updates.
NSPIRE.
PHAs were originally required to comply with the new National Standards for the Physical Insepction of Real Estate (NSPIRE) for the Housing Choice Voucher (HCV), Project-Based Voucher (PBV), and Moderate Rehabiltiation programs by October 1, 2023. In PIH Notice 2023-28 (published September 29, 2023), PHAs can continue to use Housing Quality Standards (HQS) as the inspection standard for these programs until October 1, 2024. PHAs must email HUD (NSPIREV_AlternateInspection@hud.gov) and copy their field office representatative if the PHA decides to continue using HQS for inspections or if they plan to use NSPIRE for inspections before the October 1, 2024 deadline.
